first startup installer not showing

first startup installer not showing (not asking for date and time or country) after soft reset via *7370# but when hard reset via green red camera key startup works in my c6v42 5233 v51

first of all *#7370# is hard reset......... you can also do this via green call button + red call button + cam key + power on ................... if your prob solved then what is the problem

can you read my ques. I wrote not show instt. After soft reset ok. And 2nd *7370# soft reset and g+r+c key hard reset and *7780# is restore setting

try hardware button........ best option for hard reset......
