My friend it is an EFFECT!!   
Kindly disable your theme effects:
Themes >> Options >> Disable theme effects.   

Or use some other.

The files responsible are:

AppStart_default and AppStartRect_default
Open app from HS and Open from the menu respectively.   

PS: All kml files. Look in resource\effects folder

ok when i solve my prob i update topic and rename it as solve
